In fact, some scenes seem to take place before the last scene of BR. There's a _lot_ more action in IS. I bored the skulls out of a lot of 4Mites by asking them to read BR; this second volume has fighting, intrigue, etc. It's still not Brin's best, but there are a few really neat scenes and concepts. And yes, we finally learn what became of the _Streaker_. And yes, it ends with a cliffhanger. Brin is working on the concluding volume now; from some questions he asked it's going to get REALLY strange; he's getting ready to ditch the Uplift universe in a big way. Think of the first book as having set the background for a lot of events that are now going to take place.
